Please use ATmega165 ID for board option in “platformio.ini” (Project Configuration File):

You can override default ATmega165/A settings per build environment using board_*** option, where *** is a JSON object path from board manifest ATmega165.json. For example, board_build.mcu, board_build.f_cpu, etc.

Debugging

Debugging currently does not support ATmega165/A board.
